[ANNOUNCE] ExtUtils::MakeMaker 6.51_04

Whoops, 6.51_03 was accidentally the branch containing the INSTALLHTML* work.
 6.51_04 is the master branch and I've changed my release script to warn me if
I try to release a non-master branch again.
