I ususally use map and grep for these. Will try to come up with some
samples later. Also, MIDI::Tools is supposed to provide handy tools
for tasks like these. Unfortunately, the version on CPAN israther
early and old... will have to upload a new one soon. Don't hold your
breath, though :)

I suppose you are talking about IDEs for Windows? On Windows, I use
PerlIDE, at http://open-perl-ide.sourceforge.net . I'm not sure how
suitable it is to be used with screenreaders, though.
