boolean command-line options

Hi all,

I was trying to make David's new --use-tap-harness flag be a flag, but 
it is eating the next value in @ARGV.  So, this does not do what you 
would think it would:

  ./Build test --use-tap-harness --test-files t/basic.t

Is there no way to make an option be boolean?  (that is: "no opterand")
