ship it

The new file '.perl_developer.yml' in the trunk is to allow me to type 
publish_module and ship Module::Build.

0.2808_02 is out now.  We should have rolled about 15 alphas between 
whenever the heck it last shipped and now.

At what point would it be prudent to call it a release and kick it out 
the door?

As for the CPDK/publish_module bits -- our kwalitee, pod, and 
podcoverage are all failing.  The Module::Signature hates everyone or 
just me?
