I'm afraid I don't know the answer.  It's going to be a question for metacpan, who are generating that data, rather than the CPAN admins or modules list.

I will offer one guess, though:

There is no permanent log of CPAN permissions history, so if author A uploaded a distribution in 2001, but no longer has permissions to upload new versions of its contents, and its contents have been supplanted, is it a version of that distribution or not?  No clear answer, as far as old data go.
