Adopt Web::Request?

Hello,
I'm interested in adopting the Web::Request module. I've tried
contacting the author directly via email over the past few months
regarding co-maint of Web::Request but have as yet not received an
answer. I've also submitted a few pull requests[1] to fix some of the
currently outstanding issues. If you can grant me the privilege I will
fix the currently failing tests and release the next version.
