It does this thing that breaks all your Perl code ;)

Seriously, never ever use it. It breaks way more than just Moose code, and 
it breaks shit in weird confusing ways.

I would strongly object to any attempt to support FreshRestart. It's 
well-known to be totally broken. And as you point out, you can use 
Module::Refresh.
