whats cata-moose?

i'm in an interesting position here... i have some old crufty perl  
code that was going to be scrapped and rewritten not in perl,
said rewrite might have to be delayed but i still need to make the  
perl code usable. two things needed for that...
decent object model ( hello moose ), fairly brainless way to store  
said objects... if a .09 is contemplated, how long
between contemplation and initial work starting on it? I think if I  
use DBIC given the timing of mid february to rip the guts out
and replace, that .081 would be the path I need to follow if I use DBIC.
