The test that is failing is one that I added and modified recently.
Are you able to show the output of the failing test: it should be
comparing an error message against an expected error text.

So can you do whatever is the Z/OS equivalent of:

    cd t
    ./TEST uni/parser.t
    ./perl harness uni/parser.t

and hopefully show output like:

uni/parser.t .. 1/52 # Failed test 52 - RT\# 124216 at ./test.pl line 1039
#      got 'Wide character in print at - line 1.
# syntax error at - line 1, near "$〰"
# Execution of - aborted due to compilation errors.'
# expected /(?^mx:
....
