Thanks,  I've pushed a new branch to test.  It appears that 
normalization is now working, and that the failing test is at fault 
rather than the module.  I've changed the test to see if it now passes.

I'm also now skipping the ExtUtils-CBuilder test, as it looks like it 
needs some special platform coding to work, as is done on several 
non-Unix platforms, and until someone on z/OS needs this enough to put 
the work into it, it just won't work.  This is true also on Windows, and 
no one has bothered to get it to work there.

And I added some more debugging info for another failing test.
