This is the first time I can recall that the smoke report gave partial 
fail results.  The errors appear to be from the same cause:

CEE3204S The system detected a protection exception (System Completion 
Code=0C4).
          From compile unit 
/u/pdkuzm/ussport/perl/perl-build/ext/POSIX/POSIX.c at entry point 
XS_POSIX_setlocale at
          statement 2171 at compile unit offset +00000536 at entry 
offset +00000536 at address 20C33466.

which appears to be a setlocale() call.  I don't know what this error 
means.  I am making changes to the locale handling, so will defer 
looking at this until after the next batch is in blead.
