Thanks for tracking this down.
No wonder I have had a hard time getting the HTML generation from PODs
to work properly. (I had to do post-processing fix-ups in "perldocs" 
in order to get the links right too.)

So it seems like the MakeMaker features I *am* using to do the 
"stage 1 HTML generation" are going away.  I will have to enhance
"perldocs" to do the whole job now.  (That actually makes more sense
anyway.)
