Hi
I uninstalled perl v5.22.0 and reinstalled perl v5.24.0.
I downloaded package
PAR-Packer-1.013_patched.tar
after extracting, I executed 
>perl Makefile.PL

Please post the complete output of a clean rebuild of PAR::Packer,
i.e. unpack tarball, "perl Makefile.PL", "dmake", "dmake test".
Also, what Perl distribution are you using?
