par-packer-1.037 installation issues

Dear  Perl  PAR Guru,

Recently I downloaded the par-packer-1.037 through CPAN on our Windows server. We have activeState  5.24.0.
Based on the readme file, I issued command  prompt : cpan par::packer which requires me to install dmake and MinGW first.
Since the windows server has no internet connection, I need to manually install them.
There are a lot of versions of dmake and MinGW, do you happen to know a version you would recommend?
