Now also escaped in #33321

This version of Configure/config_h.SH is in sync with my latest state in
moving towards dist-4.0. I found a real bug and fixed it, and dist-4.0
seems to be happier than before. I've got rid of all serious warnings
now. Next step will be to ditch dist-3.x and move 4.0 in place on all
the boxes I use for patches and update the docs. Then get rid of the
final warnings.
