tag 'FMT' as a control field

Hi

 

In the MARC::Field module, a field is considered a control field only if
its tag is numeric and below 010.  In the "Aleph" library system, the
tag FMT is also a control field. In order to prevent errors, I use a
private copy of MARC::Field that also considers FMT a control field.
Perhaps you could make this change in the module also, as it would help
those with "Aleph" libraries.
