Release announcement emails close to BLEAD-FINAL note support EOL
This commit adds:
* a placeholder to the release announcement email
* guidance in the RMG
such that the final BLEAD-POINT, RC, and BLEAD-FINAL announcements
mention the end of support for the oldest supported release series,
as per _perlpolicy_
