  regcomp: switch to BRANCHJ before overflow

Since bf848a1252, a branch offset overflow can be discovered late in
regexp compilation, after most of a large regexp program has already
been constructed. Compilation is then restarted with BRANCHJ enabled,
increasing compilation time and resident memory.

Select BRANCHJ once the emitted program position exceeds U16_MAX, while
retaining the exact overflow checks in regtail() and regtail_study().
Let the paren-counting pass finish before requesting a restart.
