  Bump the perl version in various places from 5.45.0 to 5.45.1

Required some slightly special custom edits to Module/CoreList.pm and
Module/CoreList/Utils.pm due to the fact we never actually released a
5.45.0 tarball, so the delta for 5.45.1 is based on 5.44.0.
