Just Paul and Aristotle this week.

We mostly discussed the experimental `refaliasing` and `declared_refs`
features to see if we can find a path towards declaring at least the
latter non-experimental. This would be useful in its own right, as well
as an enabler for PPC0034 "Ref-aliased parameters in subroutine
signatures".
