Even tho the moderators there have a tenuous relationship with reality, 
i think the perl subreddit is the closest match to how i read your 
description.

Alternatively you could also set up a special-purpose subreddit and then 
advertise that on the main perl reddit, perl blogs, perlmonks, here, etc.
