[Encode] 3.23 Released

Porters,

I have released 3.23 because 3.22 accidentally reverted the very commit that made 3.22 necessary.  Which was as simple as:

Which was committed in:

https://github.com/dankogai/p5-encode/commit/83f3c004b3d0ed5d7be0136a08e9fc30b7cacbb1

but accidentally blown in:

https://github.com/dankogai/p5-encode/commit/1009a934c1f8f599880d7ad262cbeb4dcab3f943

The problem was that `make clean` did not clean well before the fix.  So the installed files remain the same since 3.21 but those who build often like perl porters are not happy.
