Time to look at "Modernize the PRNG used for rand()" again

Now that v5.42 is out in the wild can I request review of my Modernize 
the PRNG used for rand() 
<https://github.com/Perl/perl5/pull/24105> pull-request again. It's 
ready-to-merge and passes all the tests.

Perhaps there is some bike-shedding left to be done? Otherwise I think 
we're good.
