1 August RFC deadline

So that Larry isn't chasing a moving target, I've set a deadline of
August 1 for freezing the RFCs.  Ziggy has come up with a list of
developing RFCs that are overdue for an update or status change, and
I expect working group chairs to focus discussion to get them wrapped
up.

The next milestone for us will be Larry's Atlanta Linux Showcase
keynote, at which point he'll release his draft language design.

I picture the perl6-meta mailing list as the only active mailing list
after August 1.  The others may be reactivated after Larry announces
his design, but we may also go for a different system of
communication.  That's a good topic for perl6-meta in the quiet
fortnight of Aug 1-14 :-)
