As Tim pointed out and most people correctly surmised, I meant
October.  YAPC::Europe must have addled my brain.  The deadline is
October 1.  Larry will release his decisions on October 14.

My apologies for the confusion I caused.  I blame a combination of
the London Underground, Guinness, and the way nobody said "guv'nor"
to me in England.
