Perhaps we can add an =bullet command that's the equivalent of:

	=over 4
	
	=item *

	(one paragraph)
	
	=back

Unless you're numbering or each bullet handles multiple paragraphs,
there's no reason you need to state the =over/=back explicitly, IMHO.
