The tie *can* currently be inherited.
package Tie;
sub TIESCALAR { print "Tie::TIESCALAR\n" }
package Foo;
@ISA = qw(Tie);
package Bar;
tie $thingy, "Foo"'
Calls Tie::TIESCALAR, as expected.
