RFC 64 (scoping pragma)

  Volume on perl6-language is so high, I didn't notice the thread on 
RFC 64 until today.  That's really the kind of discussion I'm looking
for over (t)here, so I hereby declare RFC 64 as open game for more
focused discussion on perl6-language-strict and request people discuss
it over here in the context of related (and/or conflicting) RFCs such
as RFC 6 and 16.


  language-strict may be somewhat misnamed, as RFC 6 is really about
lexical variables and strict 'vars'; not about the other uses of
strict.  Version 1 wasn't even about strict at all.
