URL problem in a CGI-Form

hi! 

i made a cgi form, from where i can send an email and a html 
page also updates automatically. but problem is when i submit 
any URL into any text 
box, it doesn't make link of that URL in that auto-generated 
html page, but make link in mail(as of mail software recognize 
URL and make link of it automatically). 

can you tell me what can be solution of it. for your kind 
information: i don't have perl installed in my local machine 
and our hosting service provider also don't install any extra 
perl modules apart from those they already installed. 

please help me with providing some clues or proper solution.
