entry 3.21: PAR homepage URL wrong

Hi,

the PAR homepage is at http://par.perl.org but there is no file called 
index.cgi any more because par.perl.org is now pointing to a different host.

I'll supply a patch to wherever you would like me to if you deem that 
necessary. Is this the right place or should I post to p5p?
