The problem is that you only mention UltraEdit and Textpad which are both
neither open-source nor gratis. At the moment (in git master) the text reads:

{{{{{{{{{
You can also download text editors designed
specifically for programming, such as Textpad (
http://www.textpad.com/ ) and UltraEdit ( http://www.ultraedit.com/ ),
among others.
}}}}}}}}}

If you wish, you can mention Notepad++ instead of UltraEdit or Textpad (or
both). But we should still mention an open-source *and* gratis alternative,
because we are both advocates of FOSS, and should expect some of the readers
to not be able to shell out the money for an editor that costs money.

I've been working with UltraEdit on my Perl pupil's Windows XP laptop, and the
experience has been nothing short of frustrating. I should note that it is
possible that the version of UE that I used was out-of-date because the
computer only had Internet Explorer 6 for example.
