As promised ages ago, here is my attempted, very simple fix for the pod spec.

I don't think the spec is wrong, but making its intent clearer shouldn't hurt.

The entire suggested change is this commit:

If there is no serious dissent, I will commit this to perl5/blead.  I will also
lobby for the inclusion of an updated Pod-Simple into 5.12.1.
