I'm not sure what things usefully index X<...> entries, but I think that your
assumption is correct and lousy uses are probably the result of lousy indexers.

You know how most technical books have really crappy indexes?  Those are
written by professionals.  Imagine how lousy the ones that amateurs are trying
to write with X<...> are going to be...
