Merging Pod-Html v1.12 with blead

Hello all,

My refactored version of Pod::Html (
https://github.com/marcgreen/perl/tree/gsoc-pod-final/ext/Pod-Html), which
replaces Pod::Parser with Pod::Simple, has passed (or at least failed due
to a reason that is not caused by me) the smoke tests. The test results are
under smoke-me/gsoc-pod, if you would like to take a look.

I think it is now ready to be merged into blead, so I email you for your
thoughts on this, your support, your criticisms, any words of
encouragement, or anything else you would like to share.
