I think there are plenty of people who see that failure and instead of
talking to someone who might help them, they just consider Perl or CPAN
broken.

I would go further and add information (or link to information) where
they can learn more how to handle such situation. eg. Where to ask
questions, where to open tickets, etc.

The CPAN clients could then also have an option to turn off the this
message so people who read this stuff and don't want to see the
message any more can turn it off.
