Why so?  At p4.elixus.org here we have a dedicated "anonymous" user
for anonymous access, and the following "p4 protect" line:

    read user anonymous * //...
    write group all * //...
    super group admin * //...

And "anonymous" is not a member of "all".  That offers easy anonymous
access for interested people.  See also:
