PPT v0.14: Now With Permanent Residence!

Version 0.14 fixes a nasty bug that the default 'make manifest'
unleashed on me and now the distribution is actually complete! Also,
Ronald Kimball contributed a new version of col and the first
implementation of words. Thanks Ronald.

Releases will continue until the contributions cease.
