TPF Devel::Cover grant report Week 22

In accordance with the terms of my grant from TPF this is the report for
week 22 of my work on improving Devel::Cover.

This report covers 13.10 to 19.10.

I spent this week on the Outer Banks of North Carolina, in Las Vegas, and in
Mountain view at the (start of the) Mentor Summit for the Google Summer of
Code and Google Code-In.  That meant that I wasn't able to do any grant
related work this week.  Instead, I noticed the following relative comparisons
to England and Switzerland:

 - Mobile phone charges: expensive
 - Portion sizes       : large
 - Petrol              : cheap

I'm still at the summit, but I should be able to do some Devel::Cover work in
week 23.
