Good point.  IIRC, the first change in qpsmtpd.spec.in was to allow the 
version, release, and name to be passed in via the rpm command line when 
building the SRPM.  The second was to add some missing dependencies when 
building from the SRPM on CentOS 5.  The rest were to split out the 
xinetd files into another RPM.
