DBD modules

How do we want to handle the DBD modules?  I'd like to ship only the
DBD::CSV module, and let people download the latest DBD for their
own databases separately.  This way we can be assured that everyone
with the SDK can use DBI, but we don't have to worry about versioning
on zillions of different DBD modules that change all the time.
