Jarkko:  yes, you're right, MD5 & SHA1 aren't subject to the BXA regs.

David: my understanding of 740.13(e) of the latest EAR regulations is
that OpenSource encryption source code is now free of BXA controls.
As CPAN is sourced outside the US, source-code on CPAN has never been
at risk but the new regs mean that crypto source code on US mirrors is
now also safe.
