Version 0.03 of Test::SDK just went up.  This does a few minor upgrades.

    Test::Simple    0.16    ->  0.19
    Test::Inline    0.10    ->  0.11
    Test::Harness   1.23    ->  1.25

It's also now using Vipul's sidekick program to build itself, so the
SDKs will follow the module upgrades more closely.
