Neither of those really solve the problem.  It still exists for
non-CPAN users.

As a temporary solution, I could stick INSTALLDIRS=perl on the top
level Test::SDK Makefile.PL and just throw everything into the core
library directory.  Not pleasant, but at least it'll work.
