Perhaps we are in the same boat!

The trouble also happened to me.

I installed Activeperl5.8, the perlcc just can generate .exe file, but it
can't generate usable bytecode formed .plc file.

Then I built a perl5.8 release base on the perl5.8 source code, the perlcc
also can't generate usable bytecode with -B option.
