Not-completely-portable modules

There seems to be a concensus that it's ok to have "platform-specific"
modules (i.e., ones that don't work everywhere).

My feeling on it is that such modules should work in a *lot* of
places. I don't feel like including four billion Win32::* modules
on the grounds that they're useful and platform-specific is okay.

Does that seem like a reasonable statement of the unspoken sentiment?
