ISO: History of this effort?

I am wondering if anyone has either an online archive of this mailing list,
or at least a web page summarizing the motivations behind its genesis as
well as the evolution of those needs.  I'm trying to understand the
criteria for distinguishment between perl/core, perl/sdk, and perl/other ...
