Installing SDL

When I try to run the Build.pl file that comes with SDL_perl-2.1.3, I 
get an error on the command prompt that says:

'sdl-config' is not recognized as an internal or external command
SDL doesn't appear to be installed
Please check that sdl-config is in your path and try again

I am trying to install SDL for the first time so I know its not 
installed.  I tryed getting an older version like in the readme
SDL-1.2.6 (I found SDL-1.2.11 but it was a DLL file and I didn't know 
how to install it).  Can you please help me out.  Thanks!
