Hey Curtis,
I finally got around to you ticket. I think I have a fix for it in my v2.2.1
branch here http://github.com/kthakore/SDL_perl/tree/v2.2.1.

set the environment variable to you SDL dir. It doesn't verify the dir right
now will later.

then
perl Build.PL
perl Build install

Let me know how that goes,
