You might see if plotchart, a pure Tcl package, might work for you:

Data could be passed from Perl as Tcl lists and Perl arrays auto-convert.  Barcharts are generally simple enough that the core Tk canvas handles them well, it just needs a simple library (e.g. plotchart) to do the drawing.
