Separate lists for user and dev discussion; centralized forum; watching for questions?

(See discussion on RT #125878: = https://rt.cpan.org/Ticket/Display.html?id=3D125878 ) There=E2=80=99s been quite a bit of dev-related traffic on this list = recently, although the total volume is still low (only a dozen or so = threads from past couple years). Would it be possible/ideal to separate user- and dev-related (and = possibly bug-) discussions into another list? Also, a user proposes a forum or other centralized way of discussing = Perl/Tk alternatives, particularly Tcl::pTk on macOS aqua, since that = seems to be what I and many of the other users of that module I=E2=80=99ve= encountered are using it for. Any thoughts, or possible existing places = to try? Some users have posted questions on Perlmonks and StackOverflow over the = past couple months, and just today did it occur to me to go look for = them. Is there a better way besides reminding myself to check those on = occasion?=
